Stacy Norbeck, MA, SPHR, IPMA-SCP, SHRM-SCP has been with Pooling Resources, Inc., and previously with Larry Beller & Associates, Inc., since 2004, and was appointed as General Manager in 2017. She has approximately 25 years of human resources generalist experience and has provided professional HR advice and strategic direction to local government employers in personnel administration, recruitment/selection, compensation and benefits, legal compliance, employee relations, performance management, and discipline; she also designed and developed training courses and curriculums attended by hundreds of public employees annually. Stacy holds Bachelor of Science degrees in Psychology and Criminal Justice from Old Dominion University in Norfolk, Virginia, and a Master of Arts degree in Applied Sociology from University of Central Florida in Orlando, Florida. In addition, she holds a Senior Professional in Human Resources (SPHR) certification, an International Public Management Association for Human Resources – Senior Certified Professional (IPMA-SCP) certification, and a Society for Human Resource Management – Senior Certified Professional (SHRM-SCP) certification.
